The city of Rochester is governed by a council-manager form of government. This consists of a seven-member council that appoints a city Manager, clerk, treasurer and assessor. Except for the Department of Public Works and the Fire Department, city offices are housed in the Rochester Municipal Building at 400 Sixth Street.
Among the services the city offers its estimated 11,000 residents are, city fire and police departments, and schools under the jurisdiction of the Rochester community School district.
The Police Department is comprised of 29 full-time employees, as well as several seasonal-temporary Officers. The Fire Department, which is housed at 277 East Second Street, is headed by a full-time fire chief and staffed by volunteer firefighters.
From the time it became a village in 1869, Rochester could boast about being 1.6 square miles large. On November 25, 1980, Rochester grew to 3.8 square miles of land to the east. Rochester, which became a City in 1967, annexed mostly undeveloped land. The City wanted the annexed area since most of the original land within the city limits was already occupied with single home units, apartments, condominiums, commercial and industrial buildings, parks and schools.
