PUBLIC SAFETY OFFICER-CITY OF OAK PARK FULL POLICE & FIRE DUTIES
Thank you, for your interest in the City of Oak Park, Department of Public Safety. Oak Park is a city of approximately 32,000 residents, located within 5 square miles. The city is in southern Oakland County; bordered by Detroit, Soutfield, Royal Oak Twp., and Berkley. Oak Park Public Safety is a consolidated Police and Fire Department. All Officers are cross-trained and perform both functions. Oak Park Public Safety has seventy sworn Officers, and fourteen civilian employees.

Preferences will be given to applicants who have graduated or are currently attending, a MCOLES/MLEOTC Police Academy.

Applicants must have successfullv completed 60 hours of college credit, the equivalent of a beginning third year college student.

Applicants' driving records are evaluated for the most recent seven-year period. The Omnibus Appropriations Bill, signed on 9/30/96, Section 658, bans individuals convicted of most criminal acts involving domestic violence from owning or possessing a firearm. Law Enforcement Officers are specifically not exempted from this prohibition. This prohibition includes individual convicted of misdemeanor crimes, involving domestic violence.

Applicants must have taken and passed the Michigan Commission on Law Enforcement Standards (MCOLES/formerly, MLEOTC Pre-Employment tests.

There are two MCOLES tests; a written test, and a physical agility test. The applicant is responsible for making the reservation for the MCOLES tests, and paying the fees for the MCOLES tests. Applicants must submit the official results of the MCOLES testing; and if applicable, current MCOLES certification (an Officer in the State of Michigan previously certified by MLEOTC/MCOLES).

Applicants must be able to successfully complete the required police training curriculum at a Michigan Commission on Law Enforcement Standards/ Michigan Law Enforcement Training Council Police Academy; and be deemed certifiable upon graduation.

Applicants must have the ability to successfully complete the basic fire training curriculum at a Firefighter Training Council approved school, and successfully attain Firefighters Level II certification. Applicants must be eligible for certification as provided, Public Act 203 as amended.

The Oak Park Department of Public Safety has several specialized units, including: the Major Crimes Task Force. the Evidence Technician Team. the Special Response Team. the Crisis Negotiations Team. the School Liaison Team. and the Field Training Officer Team. These teams all provide resources and tactical support as needed. We also have bicycle patrol, a motorcycle unit, and various other special duties Officers may perform. Officers are eligible to apply for the special teams, after they are through the probationary phase of their employment.

The Special Response Team's primary purpose is to assist Officers in doing their jobs more safely and bringing incidents to a peaceful conclusion. The SRT members are all highly trained, and have top of the line technological equipment to assist them in dealing with high risk incidents, as well as drug raids, etc. High Risk Incidents include, but are not limited to: hostage situations, barricaded persons, suicidal persons (armed or unarmed) and terrorist type incidents. The Specialized Response Team and the Crisis Negotiators Team train extensively throughout the year. Training is held separately for each unit, as well as joint scenarios set up to simulate high risk incidents.

The Major Crimes Task Force has been established to assist the Investigations Bureau in the event of a major crime. Officers who are currently assigned to a position other than that of a Detective, but have skills that would enable them to assist the Detectives when a larger force is needed to investigate a particular crime, have been named to this team.

The Evidence Technicians have been specially trained to process crime scenes, evidence, and accident scenes. The Evidence Tech Team is sent to various schools for updated training, and also meets regularly for training and exchange of information.

The Crisis Negotiators Team has been trained in techniques necessary to negotiate with all types of individuals. The primary goal of the CNT in any high risk incident is to seek a safe conclusion to the incident. Both the Crisis Negotiators Team and the Special Resoonse Team may be called in to assist, in the event of a high risk incident High Risk Incidents include, but are not limited to: hostage situations, barricaded persons, suicidal persons (armed or unarmed) and terrorist type incidents. The Specialized Response Team and the Crisis Negotiators Team train extensively throughout the year. Training is held separately for each unit, as well as joint scenarios set up to simulate high risk incidents.

The School Liaison Program has been established to work in cooperation with the schools to reach as many students as possible; through classroom discussion, educational programs, demonstrations, etc. Officers are attempting to make positive contacts with students, on both a formal and informal basis. Officers have presented the usual bicycle safety, personal safety, and fire safety programs for the elementary schools. Officers have also done programs at the high school on: an introduction to the Public Safety Department, peer and gang violence prevention, and Juvenile Law. Officers are trained specifically for these different programs and meet with students and staff regularly at the schools within the City of Oak Park.

The Field Training Officer Program consists of well trained and experienced Officers who have special skills in training new recruits. New recruits go through a four-phase, highly intense training period which lasts three and one half months. During this time, the recruit is assigned to three different Field Training Officers (F.T.O.s), who assist in teaching the necessary skills and tactics to the new recruit.
